I know for a fact that in my case all of the transitions that I made were due to financial concerns and not made based on clinical matters.  I was stepped down out of the Inn because my insurance company was cutting me off not because I was clinically ready.  I was placed in ever decreasing number of days in day treatment again because of constraints from the insurance company, not because I was clinically ready.  I started to take medication, despite the fact that they had never helped in the past and in fact there was some proof they had caused me harm, because my insurance company said that if I was not on meds they would totally cut me off.  I was discharged into aftercare due to the financial constraints of my wealthy but cheap parents, definitely not due to clinical reasons.  My own personal experiences at Riggs clearly demonstrate how financial factors weigh heavily when it comes to clinical decisions.)
